Completing the achievement requires the player to switch back and forth between the 45-degree sight and the regular aiming mode between each kill. As it does not have an additional time limit, this achievement can be taken slowly and carefully so that one does not miss. A few Concussion Grenades can help.
If all else fails, try dominating an enemy and kill him when he's trying to surrender, then flip to the other sight mode. Rinse and repeat 9 more times to unlock the achievement.

Due to their practically endless nature, the White Xmas and Cook Off heists are the prime candidates for unlocking this achievement as enemies will spawn non-stop until the player(s) exit the map.
The Reconnaissance Sight itself does not need to be actually aimed through for the kills to register.
