The Bulldozer is a special enemy in PAYDAY 3.
Behavior[]
The Bulldozer lumbers around the map, slowly moving towards where they think players could be. They are unaffected by damage sources that would be considered as "heavy staggering," which would usually stun normal units or other special units, and thus their movement and attack pattern will almost always be entirely uninterrupted and will continue attacking heisters even when under heavy fire.
They wield a drum-fed shotgun that they will continuously shoot while within range of a player at a high firerate, dealing rapid damage to heisters.
Similarly to Shields, they also have a stunning melee attack. The Bulldozer's melee attack is amplified by being a rushing charge attack (similar to a headbutt) that has them sprint at a player who is too far away to hit normally. Ordinarily, if they miss a target or charge towards a certain distance, they will stop. However, if they hit an obstacle during a charge, they will stagger briefly, and if damaged enough in their charging phase, the Bulldozer will trip over for a few seconds.
Occasionally, the Bulldozer will stop attacking to taunt players, either pounding or puffing out their chests, emoting like a bull, or with other physical movements. This has no direct effect on the player other than to elicit a reaction.
Strategies[]
A Bulldozer's weak point is their faceplate. Shooting it will cause it to degrade and eventually break, exposing them to the possibility of bonus headshot damage. This is oftentimes the only way to defeat them due to their extremely large health pool. Strangely, armor-piercing weapons such as the HET-5 Red Fox deal more damage with body shots instead.
All types of throwables deal little to no damage to the Bulldozer (in fact, he'll taunt you over it). Save your grenades for weaker enemies; Bulldozers are utterly ignorant of any grenades' effects, including shock grenades and flashbangs.
Avoid being too close to a Bulldozer. Their melee attack (a powerful kick) can easily destroy armor chunks and drains health quickly, and - despite the animation suggesting otherwise - has a deceptively long range, meaning that any heister who gets too close to a Bulldozer will likely get hurt by their melee attack even if they try to move out the way. If one is able to bait their melee attack (though highly advised against doing so), then a brief window of opportunity allows players to deal damage before the Bulldozer's melee kick animation is finished.
When dealing with a charging Bulldozer, avoid being near it or else it will stagger you for an extended period of time. If possible, try to bait one into charging towards a wall. Once it hits a wall, it will stagger briefly, allowing players to deal as much damage to the Bulldozer as they could before he recovers. Better yet, if a charging Bulldozer is dealt enough damage to its armor (damaging its faceplate is somewhat difficult), it will stagger and fall instead, allowing players plenty of time to eliminate the Bulldozer.
Taking a hostage as a human shield active will cause the Bulldozer to approach you more cautiously. This can give players enough time to strip the Bulldozer of their armor while mitigating damage. They will still try to close the distance, however; if you have a human shield, they will attempt to charge towards you, and if close enough, will simply kick you and the human shield down.
When a Bulldozer pauses to taunt, which itself is already a rare occurrence, it creates an opening for players to attack the Bulldozer freely without risking damage (granted that no other cops are nearby), though these taunts are short, so the window of opportunity must be taken to deal as much damage to the Bulldozer before he resumes attacking.

- Contrary to popular belief, this iteration of the Bulldozer was not voiced by the same actor from PAYDAY 2 (P.J. Stoppleworth) despite the similarities, instead being voiced by Stefan Ashton Frank[1].
- This version of the Bulldozer does not have an EOD-like suit, unlike than his predecessors, and appears to have his uniform more centered around Riot Control.
