- —A Cloaker after kicking a player
The Cloaker is a special enemy in PAYDAY 2. They serve mostly the same role from the original game, attacking players from unexpected angles with a kick that incapacitates in one hit, then continuing to beat down the player. They are distinguished by their green night vision goggles when charging and gas mask, as well as the electrical feedback sound they emit when close by. This sound is heard briefly after the Cloaker spawns, regardless of the player's position.
If the Cloaker successfully incapacitates a player, they do not enter bleedout, and the down does not contribute to the allowed downs before entering Police Custody. If a player is shot by the Cloaker, standard downing procedures apply.
A player revived after being kicked by a Cloaker will have the standard revive-hitpoints. This can mean the Cloaker can remove half to 90% your health with a single strike, but it can also allow the player to heal without consuming a down, Doctor Bag, or First Aid Kit.
Behavior[]
Cloakers will normally spawn by using objects such as manhole covers, ventilation grates and normal enemy spawn points. Players can normally detect their presence by the high pitch noise they emit, which sounds similar to the ringing of telephones or a holler. After spawning, Cloakers behave somewhat like regular enemies, although they are stealthy in their movements and will take alternate routes to flank players. They generally fight like regular enemies with their Compact-5 submachine gun until they get close enough to charge and kick a player, which will down/incapacitate a player in one hit, but it will not affect the amount of times you can go down before being taken into custody.
They are capable of performing acrobatic movements such as flipping sideways and over low objects, ducking under tables to evade damage, hiding behind doors, going prone under cars, or even crawling through vents to attack from unexpected angles. Like in the first game, Cloakers will beat downed players with their nightsticks, occasionally kicking and taunting them until they spot a new target. If a Cloaker can not find a player to attack after spawning, it may decide to hide under objects such as vehicles and large objects, or hide on top of objects attached to the ceiling to drop down on unsuspecting players searching for them, or simply wait around corners and behind doors to ambush players instead of rushing in with other SWAT units.
In terms of appearance, Cloakers may appear similar to a Blue SWAT unit at first glance, although their head shape is slightly different from other SWAT units due to their goggles, and wear darker armor than the Blue SWAT. This unassuming appearance will usually allow Cloakers to blend in with a mob of SWAT units. The only time a Cloaker's appearance will stand out is when its goggles glow green after it has decided to charge a player, along with an increase in the electric sound's volume. This visual/audio warning is usually too late to be helpful, however, players that aim for the head can still kill the Cloaker before he can take the player down (usually playing the attack animation, but having no effect, and dying afterwards). Cloakers may also lie on the ground to appear dead, then suddenly roll to the side and stand up to attack.
Cloakers are capable of jumping over cover in order to attack players. Do not be lured into a false sense of security just because you are hiding behind an object. They are also extremely fast and can close distances quickly. When taking damage, after beating the shit out of a player, or when setting up ambushes around a downed player, Cloakers will often drop a smoke bomb to further mask their movements. If a Cloaker has successfully downed a player, he will drop a smoke bomb upon death, which is usually lighter than standard SWAT smoke grenades. Additionally, the Cloaker's kick attack has a short cool down period of around 10 seconds. It is vital that a Cloaker is killed before trying to revive his victim as he can wipe out 3/4th of the crew if attempting to revive downed players while he is still active.
A standing Cloaker can still kick a player if a heister is in range without emitting the traditional ringing noise, so keep an eye out when moving through tight spots as they have a particular habit of ambushing players silently this way. Also, there is a chance a Cloaker will incapacitate a heister but instead of continuously beating the victim, the Cloaker will instead deploy a smoke grenade and use the sprawling victim as bait and wait to target another heister.
As of the Death Wish update, Cloakers will occasionally "team up" with Tasers in an attempt to quickly incapacitate the crew.
As of Update #25, Cloakers can now perform side flips and quick jump recoveries in attempts to dodge bullets.
As of Update #113, Cloakers will no longer spawn on Hard difficulty (select scripted spawns aside) and their spawn rate had been slightly decreased regarding the addition of the Medic.
Strategy[]
Cloakers will not instantly down a player playing completely solo on Crime.net Offline without team AI, nor will they kick the last player standing in games with multiple heisters.
Cloakers are usually spawned into the play field via specified spawn points like vents or manholes. There is an upper limit for how many Cloakers are allowed on the map at once, which scales to the chosen difficulty. Triggered spawns (such as a Framing Frame Day 2 ambush) ignore this limit, however spawned Cloakers will still count towards future spawns.
Cloakers have roughly double the amount of health when compared with the next toughest special unit (Taser), but they take much more damage from head shots than any other special. (6x as much) It is recommended that you take them down from afar, although weapons with a high fire rate can kill a Cloaker at close range if a player manages to get the drop on one and focus fire. Cloakers are extremely fast and hard to hit when on the move, but they occasionally stop to "hide" behind objects. This is an opportune time to shoot them.
Rarely, a Cloaker's jump-kick can be dodged or avoided by very quickly moving sideways as he approaches. The jump-kick can still connect if you are running directly backwards, so be sure to move to one side as well to help throw their aim off. Sometimes moving towards a Cloaker can make him jump over you, causing him to miss and land behind you. The Cloaker jumps over tables and waist-high obstacles while executing this move. Turning corners, jumping on cars and even off of roofs can prove inefficient, as a Cloaker's kick may connect as a scripted event, even if they are tens of metres away. However futile, Parkour may be a useful tool in avoiding a Cloaker's kick.
Cloakers have many hiding places, and often like to camp out near map exits and highly-traveled routes (such as the alleyway door on Four Stores, the route to the van in Day 1 of Rats, or the downhill area in Day 1 of Firestarter) or supply drops (such as the toilet in Nightclub). Whilst this often works to their advantage, it can also work against them: players can spot them from afar (and quickly gun them down) if they are hiding on the wrong side of a doorway, and use the static hiss to pinpoint the Cloaker's location and set a trap (such as a trip mine or sentry gun) or use a Frag Grenade to try and flush them out. If they wedge themselves between a wall and a door, the Cloaker can be shot through the crack between the door and the door frame with careful aim. Another method is to simply penetrate the door with sniper rifles, the 5/7 AP or AP Slugs.
In addition, if you hear the Cloaker's high-pitched idling sounds and cannot see a live Cloaker, keep away from large mobs of SWAT units while checking for any seemingly dead ones and fire individual shots into their heads to provoke any Cloaker who is playing dead into revealing himself and attacking. Pressing the "interact" button on corners or pointing a flashlight where Cloakers often hide is an effective tactic as well, as they will be spotted and gain a red outline. It is also possible for Cloakers to hide under vehicles (and occasionally large pieces of furniture, such as couches) where they can be nearly impossible to shoot, but any sniper rifle or explosive throwable can be used to either kill them or flush them out.
Other common hiding places include rooftops (where they may simply lie face-down as if hiding under a car, perhaps trying to play dead) and ceiling nooks, where they can brace themselves for support and then drop down without warning, as if dropping from a vent. Vents can also be 'trapped' by placing a trip mine near the vent itself, high up on the wall. Cloakers seem to be invulnerable as they complete the drop-in animation, but not as they are first dropping down.
In any of these scenarios, it is wise to keep a good distance from their hiding place unless you are intentionally trying to bait the Cloaker into attacking.
Given the Cloaker's habit of setting ambushes around downed players, it is critical for players to alert their teammates after being knocked down by a Cloaker so that they can clear the area before attempting to revive. Alternatively, a Mastermind with the Inspire skill can revive teammates from a distance, although caution is still advised if you suspect a Cloaker has knocked down your teammates. A simple way to tell if a Cloaker has downed a teammate is that a kicked down player will still retain the health bar behind the down timer.
Additionally, be very vigilant about marking Cloakers during heists that take place during the night or when they deploy their smoke grenade. Their camouflaged armor, coupled with their fast sprint speed, makes it quite easy to lose sight of them once they reach the shadows or when they attempt to hide inside a smoke cloud.
Cloaker's spawn rate increases between Assault waves, and decreases during Assault waves due to other special units intercepting the crew. It is strongly suggested to stay together when pushing for objectives or throwing bags and to watch your shortcuts.
Unlike most enemies, Cloakers are NOT affected by the effects of ECM Feedback, so think twice before setting up an ECM jammer to cover your back.
Though ill-advised, using a Cloaker as an impromptu healing method is viable, as a beat up heister gets partially healed if helped back up, and the kick does not incur a bleedout penalty for that player. This tactic is rarely used, however, and is largely frowned upon during online play, due to the fact that the kicked player may be in a hazardous situation (i.e middle of an Assault wave) where the team could not reach, and having a member in custody can cost the team dearly. It is also a rather suicidal tactic to pull off on Mayhem and above, as the meager amount of health regained probably isn't going to be worth the trouble and, seeing how overwhelming the enemy fire is, may get the player shot down more easily than usual. Alternatively, the Cloaker who kicked the previous heister may still linger around the site and may kick anyone attempting to rescue the downed player.
Remember that if you are downed while aiming down sight, a revival will instantly make you re-scope and hold that position until the aim button is tapped. This occurs even if you have "hold to aim" enabled.
If a heister has Counter-Strike aced, then they can knock a Cloaker down by charging their melee weapon as he tries to kick them, rendering the Cloaker completely helpless for a couple of seconds. This will allow the would-be victim and the other players to shoot the Cloaker dead before he can get back up. If a Cloaker can be heard moving in for an attack, then a player with Counter-Strike aced would be wise to hold out their melee weapon in case the Cloaker is moving towards them while being careful about any other enemy units.
Weapons for Countering Cloakers[]
Because of their versatility, these weapons are effective against Cloakers at all ranges, although their mediocre damage per second ratings require the player to maneuver carefully as the Cloakers can take quite a few hits to the body. Body Expertise can be extremely helpful against cloakers due to their high headshot multiplier, allowing you to easily kill them even in frantic situations that won't allow proper aiming.
Whilst most shotguns are slow to fire, they are an effective counter to Cloakers due to their extremely high damage and headshot prefering damage mechanic. Shotguns like the Locomotive amd IZMHA offer a quick means of eliminating a static, or hiding cloaker.
The raw stopping power of pistols such as the Deagle and Bronco .44 can quickly halt a charge if the user is accurate enough.
Given their high rates of fire and large magazines LMGs are quite effective in combination with Body Expertise.
Players equipped with machineguns may also opt to let the Cloakers come to them instead by camping in a defensible chokepoint that forces them to funnel through a tight spot to utilize their charge. This method allows players to effortlessly hose down Cloakers as they approach with minimal risk, though being caught while reloading still presents an issue.
With their slow rates of fire, sniper rifles are a poor choice for close-range takedowns.
Sniper Rifles being able to penetrate most cover objects does have one subtle benefit; Cloakers that are hiding under cars or other objects can be 'flushed out', leaving their hiding place if they take too much damage - which makes them more vulnerable to other weapons. Alternately, the Cloaker can simply be headshot through cover with good aim.
As mentioned before, strategically placed tripmines can be used to kill Cloakers as they drop down from vents. The key to ensuring the mine works is to place it high up near the vent itself, rather than on the floor, as pictured. This also ensures passing law enforcers won't trip it themselves. Alternately, the mines could be switched into sensor mode to simply warn of Cloakers dropping in at those locations. On higher difficulties Cloakers may survive a trip mine, however they will be left with very little health.
Sentry guns can serve in a similar role, as they are more than capable of ripping Cloakers apart if the sentry has both damage and accuracy upgrades.
If the player owns the Gage Chivalry Pack, its Javelins can be used as a highly effective counter-Cloaker method due to the throwable's high impact damage. One well-placed Javelin can instantly kill a Cloaker on any difficulty, though this should only be regarded as a last resort due to the limited amount of spears one can carry, and the ever-present probability that one will miss due to the projectile's flight time compared to the unit's movement speed.
Using the Electrical Brass Knuckles or the Buzzer from The Golden Grin Casino DLC, a charging Cloaker can be stopped in their tracks before it incapacitates a player. Using them can be beneficial if the player is reloading or does not have enough time to successfully kill a charging Cloaker. This technique is risky as a Cloaker's kick may occur outside of the effective range of these weapons and the player must be directly facing the Cloaker for the melees to have any effect.
If a Cloaker is dangerously close, any poison weapon can be used to stun him by making him vomit, thus unable to charge or kick the player. This can be useful when the player needs to cross an open field with Cloakers around and does not want to risk being kicked, though some careful timing is needed as the poison effect will only proc after a short delay.
Fire damage will "stun" Cloakers, preventing them from using their kicks or moving. They may still return gunfire while on fire.

The ZEAL Cloaker is the Department of Homeland Surveillance's take on the Cloaker, sporting a more advanced infiltration suit.
They only appear on the Death Sentence difficulty, alongside the other ZEAL units.
A Russian variant of the Cloaker was released for the Boiling Point heist. They wear tri-focal night vision goggles and wield the Valkyria fitted with its proprietary Solid Stock. However when the heist first launched these Cloakers carried modified Krinkovs. Russian Cloakers, though they speak Russian (of course), still use the same sound to indicate that they are charging, and several of their voicelines for downing a player with a kick are carried over from the American Cloaker (particularly the lines which break the fourth wall.) having been simply translated into Russian.
Mechanically, Russian Cloakers behave the same way as their American counterparts.The Zombie Cloaker only appears on the Cursed Kill Room heist, alongside all the other zombies. He wears his gray pre-Update 183 suit.
Murkywater's version of the Cloaker. They are clad in the trademark Murky camo. They behave like their regular counterpart.

A ghostly, spectral version of the Cloaker will appear and attack players trying to complete The Secret. Appearing as smoky shadows wearing animal skulls with glowing eyes, these spawn from the walls of the secret antechamber and make high-pitched inhuman screaming when rushing players, but otherwise behave similarly to their standard brethren. They wield heavily modified JP36s and do not drop ammo when slain, forcing players to utilise ammo bags to restock on ammunition.
The Ark Guardian Cloakers do 30 damage per shot on Overkill and Death Wish, 50 on Death Sentence, but strangely only 10 on Mayhem. Player characters will not call out kills when defeating Ark Guardians.The Policía Federal version of the Cloaker will taunt you and break the fourth wall in Spanish. They are re-coloured ZEAL Cloakers.

- Cloakers will stop their pursuit of a heister who uses a zip-line or is electrocuted. Also, if there is only one player left alive and the rest are in custody, all Cloakers on the site will never utilize their special kicks until at least one arrested player is released to prevent cheap mission failures.
- The Cloakers in PAYDAY 2 were given the nickname "Spook" before the release of the game. They are still referred to as such in the job risk analysis.
- Cloakers were supposed to be in the beta of PAYDAY 2, but during the pre-beta stage, players encountered a nasty glitch where the game would crash if a Cloaker kicked them. Cloakers were then removed for the remainder of the beta while Overkill worked on fixing the issue.
- The Risk Level 3 analysis used to show an image of a Cloaker way before they were properly implemented, despite there being no Cloaker present in-game back then.

- Clicking on one of the pinned pictures on the Gage Weapon Pack #02 announcement page shows the image of a Cloaker beating on a downed gangster with his nightstick, similar to what one does when taking down a player. This is only seen in a scripted event in The Biker Heist Day 2, two and a half years after the release of the GWP2.
- Also on the announcement site, Cloakers are apparently issued with "state-of-the-art weaponry and equipment". Despite this, the in-game units uses Compact-5s, one of the most basic of weapons available. Aside from their night vision goggles, no other advanced gear is seen used by them.
- However, the Cloaker's Compact-5 is heavily modified with the Sehr Kurze Barrel, Assault Light, Tactical Laser Module, Adjustable Stock, opaque Straight Magazine, and See More Sight. It also features its own unique vertical foregrip under the barrel and a custom suppressor.
- However, they could also be using some sort of advanced composite armor. This would explain their high health (curiously even higher than that of the Taser (Payday 2), despite having similar armor), which would seem to conflict with their agility.
- The Light Machine Guns offered in the pack are said to be effective counter-Cloaker weapons, with Gage instructing the crew to spray bullets into the vents and manholes that Cloakers come out of to eliminate the operative inside, though this is not easily done in-game, as Cloakers are only counted as "spawned" after they have finished their "crawling out" animation, and any and all ammunition fired into said holes/vents before that is wasted.
- Cloakers are the only type of enemies that are not visually affected by the explosions of Frag Grenades. Other enemies usually lose their helmets or some armor padding, but a Cloaker hit by an explosion will remain visually intact.
- The PAYDAY 2 Cloakers wear a dark grey uniform with a digital camouflage pattern that allows them to blend in better with the smokescreen. This uniform is largely identical to the ones worn by Taser units, albeit with a camouflaged design rather than the Taser officer's black and blue.
- A kicked player will automatically turn to face the Cloaker, unlike in the previous game where they simply drop down to the floor, incapacitated. Also unlike the PAYDAY: The Heist Cloakers, the new Cloaker variant does not dim the lights of its night vision when charging the players.
- This is very strange, if not completely counter-productive, as the visual feedback from turning on night vision in broad daylight would prevent the Cloaker from being able to see well, if at all.
- However, the night vision goggles could be a part of the advanced technology they are said to use; it is possible that the night vision dims or brightens depending on how light or dark it is. Even so, it is still strange that Cloakers would sometimes use the goggles in broad daylight.
- The in-game Cloakers may have been trained as night infiltration operatives, however, due to their use of said goggles and camouflaged suits that can blend into their surroundings under low light conditions, and their inclusion in daytime heists along with Assault Lights are just for gameplay purposes.
- This is very strange, if not completely counter-productive, as the visual feedback from turning on night vision in broad daylight would prevent the Cloaker from being able to see well, if at all.
- Despite being a stealth-based enemy, the Cloaker is one of the loudest, if not the loudest enemy in the game. However, according to the Gage Weapon Pack 2 notes, the Cloaker is supposedly silent. The loud noises players are actually hearing are their encrypted radio transmissions being intercepted by their comm units, which get louder as they get nearer.
- The Cloaker is the only character in PAYDAY 2 who will break the fourth wall. For example, after kicking a player, the Cloaker may say "We call this a difficulty tweak!" or "Now go to the forums, and cry like the little bitch you are!" or even "I got your DLC right here!"
- A newspaper for the Death Wish Update page says that the Cloaker is a paramilitary unit.
- They seem to have a low reputation with the police force as the police considers them "unethical", likely referencing their deposition for unnecessary brutality after taking down a suspect.
- It is ironic, seeing how the Cloakers seem to favor blunt melee over the use of firearms (being a melee-oriented class with its own special CQC takedown, despite being armed with an SMG) and sharp melee knife attacks employed with zero impunity and in overwhelming numbers against the player crew by other enemy types, even when the players in question are downed.
- It should also be noted that none of the Cloaker's melee attacks actually take away any health aside from the penalty incurred upon incapacitation (which doesn't even count as a proper "bleedout" phase) while almost every other enemy type can cause serious harm to their targets which will eventually send them into custody.
- It is ironic, seeing how the Cloakers seem to favor blunt melee over the use of firearms (being a melee-oriented class with its own special CQC takedown, despite being armed with an SMG) and sharp melee knife attacks employed with zero impunity and in overwhelming numbers against the player crew by other enemy types, even when the players in question are downed.
- In the White Xmas, Santa's Workshop, and Stealing Xmas heists, Cloakers are seen with a Santa hat and beard. Unlike their standard "yodelling" when charging, bell jingles will be heard in place. The festive Cloakers can be considered more dangerous than their non-festive counterparts due to their near silent charging sound, allowing them to silently down players like their older counterpart in PAYDAY: The Heist.
- The Cloaker is voiced by Simon Viklund, who also voices Bain and composes the music for the game.
- As seen in the video of The Butcher's Western Pack, the Cloaker has dark green eyes. This is not the case, as a follow-up "Behind the Scenes" of the video shows that the Cloaker's eyes are actually light blue, the dark green being the result of the trailer's color filter and film grain.
- The Cloaker's April Fools 2014 "upgrade" is the GenSec Cloaker Cloaker, who allegedly (and literally) "cloaks" when not moving and can teleport to the players instead of running. The noise they make when attacking is said to be even louder than a normal unit.
- If a player is playing as the character Jiro and kills a Cloaker with at least a half-charged strike with the Shinsakuto Katana, the Cloaker will be decapitated or bisected.
