John Concord is the primary antagonist of PAYDAY 3. He is the founder of defense contractor Treaty, as well as the Ex-CEO of Murkywater.

PAYDAY: The Heist and PAYDAY 2[]
At some point, John Concord either became the CEO of Murkywater or was the one who founded the PMC. While his company was targeted by the Payday gang multiple times (including having to defend the White House from the gang), Concord is ultimately irrelevant to the story as an individual and is never mentioned until PAYDAY 3, and assumedly working as the CEO throughout the events of PAYDAY: The Heist and PAYDAY 2, including collaborating with the Kataru.

Between PAYDAY 2 and PAYDAY 3At some point between the events of PAYDAY 2 and PAYDAY 3, John Concord decided to fight back against the Payday gang, likely due to their actions being responsible for the bankruptcy of his PMC, Murkywater. Setting up a new defense contractor, Treaty, behind the scenes he employed the help of two other victims of the Payday gang, Ralph Garnet and Patricia J. Sharke, both also bearing grudges. PAYDAY 3Concord set in motion a plan to eliminate the Payday gang and all of its members, including their contractors, and freezing their accounts in the event their deaths are evaded, such as Vernon Locke (although it appears Vlad and The Butcher were unaffected and were able to continue their criminal operations unopposed). Upon learning that some elements of the Payday gang survived, Concord has one last meeting with Sharke and Garnet before leaving. Unfortunately for him, his associates are left financially ruined and exposed publicly after pushback from the Payday gang, leading him to tie up the loose ends after the Touch The Sky heist. Due to Ralph Garnet being sued for billions, his murder was staged as a suicide, and Patricia J. Sharke was killed in a hit and run after being investigated for mass corruption. The Bad AppleAt some point after Touch The Sky, the Payday gang discovers an unusual drone blueprint in Sharke's server, originally stolen during the Gold and Sharke heist, leading to them raiding the Scry Digital data center during the Syntax Error heist. When Shade and the Payday gang analyses the blueprints present in Scry Digital's database after that heist, Locke discovers that the drone technology the corporation belonged to a small PMC named Treaty, which Locke reveals to be owned by none other than Concord (Locke never met him in person as Concord preferred to dealing through proxies). Before the Boys In Blue heist, Concord communicates with a corrupt police captain named Blythe, which Vlad uncovers and offers the information to the Payday gang in exchange of dealing with Blythe. After Boys In Blue, Concord fast tracks his plans to have a prisoner, revealed to be Houston, transferred from Riker's Island to a private prison, likely with the intention to kill him. Upon Dallas, Shade and Clover realising Concord's plans, they immediately plan a breakout to save Houston from Concor in the Houston Breakout heist. After Houston is saved, the Payday Gang discusses Concord's Treaty company and where it gains most of its loans, capital and funding. To disrupt Concord's finances, the gang decides to (eventually) target Wall Street itself, funneling money from many of Concord's shell companies and investments into their pockets. The plan is as follows: raid the stock exchange market, short sell Concord's shares in various companies through an investment firm, then crash the stock market before funneling the money into the Payday gang's pockets. The Payday gang is ultimately successful in crashing both the stock market and destroying Treaty, with Shade predicting that this will shortly follow with Concord's downfall and his new company being sold off. |

- John Concord was the CEO of Murkywater PMC, a long time enemy of the Payday gang. This would retroactively make him an (unseen) antagonist figure in PAYDAY 2.
- He has been shown to have powerful connections such as with heads of large companies, New York law enforcement and likely had some influence at GenSec with Patricia Sharke's connection and sometimes joining forces. Additionally, as revealed in the cutscene taking place after Houston Breakout, he has multiple shell companies and - despite Treaty being far smaller than Murkywater - already established deep connections with illegal trades, such as blood diamonds.
- Despite being the CEO of Murkywater at the time, it is unknown if Concord was aware of The Dentist's plans or had any direct involvement in the Mayan Gold/Kataru situation.
- Given Concord was able to track down and attempt to assassinate majority of the Payday gang, it is entirely possible he used whatever remaining Kataru connections he had from Murkwater's heyday to incarcarate or kill the former heisters and drain their bank accounts, up to including Locke (likely for betraying Murkywater after breaking into Crime.net).
- Concord's appearance between the core heist and the DLC cutscenes were altered, much more significantly than Patricia J. Sharke's appearance.
- His hair style in the main cutscene resembles a side fringe cut, while his hair style when his face was revealed in the Syntax Error cutscene changed to one that resembles a slick back/fringe up style.
- A minor detail (difficult to make out due to Concord's initial appearance being obscured) is his head shape being slightly altered between those two cutscenes. Additionally, he appeared to have far more wrinkles in his original appearance compared to his depiction in the Syntax Error heist (and the more clearer image of him in the Fear & Greed cutscene).
