This is the list of all Minor characters seen and/or mentioned in PAYDAY 3.
Bile[]
Bile is the helicopter pilot of the Payday Gang who was under the employment of Bain in PAYDAY 2 and is currently under the employment of Shade in PAYDAY 3. He often appears to assist the crew in emergency extraction or loot retrieval and is capable of being called in on short notice and reaching a destination within 3 minutes or less.
Bile is voiced by Doug Cockle. He appears in most of the current heists in PAYDAY 3 as recycled voicelines from PAYDAY 2.
Twitch[]
Twitch is the Payday gang's designated driver who was employed by Bain in PAYDAY 2, now working under Shade. He mostly serves as the gang's stealth getaway driver, usually leaving the premises once the heist goes loud, but will stay for the remainder of a loud heist if incentivized to do so through PAYDAY 3's various heist-specific favors.
Gage[]
Gage is the Payday Gang's arms dealer in PAYDAY 3, reprising his role from the previous game. Gage is able access arms from all across the world. From weapons that can be found locally in the states, to weapons only the hands of military personnel. Additionally, he offers a wide selection of attachments to these weapons, along with charms, stickers and paints.
Later, Gage assisted Dragan with locating and contacting Clover through her custom CAR-4 order.
Dash Mihok was set to reprise his role as Gage.
Mr. Wright[]
Mr. Wright is the Payday Gang's tailor in PAYDAY 3, supplying, suits, gloves and armor linings to the gang. Wright has developed a method for integrating concealable armor lining into various suits, allowing the wearer to stay protected without drawing any attention. With each of these armor linings various types, each with interchangeable plates.
Mr. Wright was set to be voiced by Chris Jarman.
Gleam[]
Gleam is the Payday Gang's mask designer in PAYDAY 3. Gleam offers various masks, from blank moulds to custom molded and painted masks. She also offers various patterns and paint options for masks.
Gleam was set to be voiced by Harriet Hare.
Setaggi[]
Setaggi is the Payday Gang's currency broker in PAYDAY 3. Setaggi assistants in cleanly moving the gang's stolen funds and converting them into the C-Stacks currency.
Setaggi was set to be voiced by Rosa Escoda.
Nathan Garnet[]
Nathan Garnet is the founder and head of Garnet Group, a luxury company that specializes in art and diamonds.
As of Lost Tapes #3 “Keeping up with the Garnets”, Nathan Garnet becomes reclusive and somewhat insane after the Diamond Heist, as his personal fortune of diamonds were stolen and Garnet stocks plummeted after the robbery, causing him to spiral into bankruptcy. He becomes extremely obsessed with the downfall of the Payday gang, as such he even refuses to comment on the media saying that his company will never recover.
After his company goes bankrupt Nathan Garnet commits suicide, leaving his son, Ralph Garnet, to take it over.
Ralph Garnet[]
Ralph Garnet is the son of Nathan Garnet. During the Diamond Heist, Ralph gets tied up by the Payday gang so that they could get the keycard to the vault which holds his father’s personal diamonds.
As of the Lost Tapes, previously mentioned, Ralph Garnet had nightmares about the robbery, but with the family now left with barely any money, he can’t afford therapy and even has to sell all his yachts.
Ralph Garnet took part in the conspiracy to take out the PAYDAY gang hoping to get revenge for them causing the events that led up to his father's suicide. This fails, however, when the Payday Gang interferes with a deal with the Wixia Corporation, leading to billions in lawsuits being filed against Garnet. He is subsequently killed by an unknown assailant, with his murder being covered up as a suicide in a similar vein to his father's death.
Ryley Larsen[]
Ryley Larsen is the manager of the Ashton Fine jewelry store.
After the silent corporate takeover by International Diamond Enterprise (IDE), Larsen was placed in charge of the store. Because of IDE's unethical business practices, Ashton Fine now obtains their jewels from conflicted areas in Africa. These dealings can be used as leverage for the PAYDAY Gang to lure Larsen to the VIP showroom and open the biometric lock to the jeweler's workshop in stealth.
Ordinarily, she will remain in the store for a short period of time before leaving the location. Otherwise, she can be distracted with a favor, preventing Larsen from leaving the store. Otherwise, she is an ordinary employee, and will be suspicious of any illegal activities committed by the Payday gang and will become a hostage should the heist go loud.
Larsen can later been seen in Diamond District, as the manager for the jewelry store Glimmer. She can, once again, be forced to open the biometric lock on the store's vault. Larsen can either be found in the backroom of the Glimmer store, or be outside checking her phone. She will not leave the location this time, unless the heist goes loud and she manages to escape the premises.
Cassandra Rifkin[]
Cassandra Rifkin is the owner of the Neon Cradle. She is disliked by Vlad for unknown reasons.
Riftkin often walks around the club, this gives the opportunity to access her phone and extract a QR code to access a blank VIP invitation during stealth. Otherwise, she is an ordinary employee, and will be suspicious of any illegal activities committed by the Payday gang and will become a hostage should the heist go loud.
Maximo Avila[]
Maximo Avila is the accountant at the Neon Cradle.
Avila is an opportunist, talking up various people in the VIP lounge. After unknowingly giving his business card to the Payday Gang, should the heisters find the (ironic) opportunity to do so after hacking Rifkin's computer, they can connect Shade to a nearby phone to directly contact Avila to open the biometric lock to the crypto wallet. He can only be tricked once. Otherwise, he is an ordinary employee, and will be suspicious of any illegal activities committed by the Payday gang and will become a hostage should the heist go loud.
Mason Laurent[]
Mason Laurent is a veteran of various PMC outfits, including the bankrupt Murkywater PMC and specializing in cybersecurity.
He is one of the ringleaders of the conspiracy to kill the Payday gang, collaborating with John Concord to exact revenge over Murkywater's demise. In the heist Touch The Sky, The Payday gang raids his penthouse while he holds a business meeting in order to steal an encryption drive. This drive allows the gang to convert all the money they earn into C-Stacks, encrypting the money they steal and preventing others from stealing their ill-gotten gains.
Laurent's status is unknown after Touch The Sky. It is possible he was killed by the Payday gang as retribution for the attempt on their lives, or he might have escaped in the chaos of a by-the-books shootout between the Payday gang and the NYPD. Regardless, he lost his penthouse soon after, with Andrew Kang considering on using the place to host parties. The penthouse is also featured in the initial First World Bank legacy heist teaser, being used to host a reality TV show, though it's unknown if this is the same one owned by Laurent.
Despite being a veteran mercenary, Laurent is incapable of fighting back the Payday gang and will cower once the heist goes loud. Unique to the heist, he will immediately run towards his office's panic room for cover. Otherwise, he is considered as an ordinary employee, and will be suspicious of any illegal activities committed by the Payday gang and will become a hostage should the heist go loud.
Andrew Kang[]
Andrew Kang is the CEO of Scry Digital, a tech company specializing in data storage and pioneering AI technology.
After the events of Syntax Error, he spirals and often rants about the Payday Gang. His erratic behavior can be seen on his Twitter/X account.
During the Stocked & Loaded event, Kang started his own cryptocurrency, Kang Coin. Later, his stock portfolio took a dramatic financial hit when the Payday gang hit the New York Financial Exchange Exchange during the Fear & Greed heist. Otherwise, Kang never makes an appearance in the game and is only mentioned in supplementary material.
Kevin Messer[]
Kevin Messer was a former technician at Scry Digital, but was fired due to attempting to leak various pieces of data found on servers stored, one of which being the weaponized drone data the gang were looking for in Syntax Error. Some of his logs that pertain to the drone data can be found and used to locate the server rooms containing the drone data.
The Urban Runner outfit features his name tag, it is unknown how the gang obtained this. Additionally, the Whistleblower weapon charm likely tells the story of Messer.
Robert Banks[]
Banks is an anchor at The Gateway Report and host of the Gateway Live. While Banks attempts to appear professional and is even said to be well respected, he is shown to be manic (initially due to his drug addiction) and is prone to yelling or threatening various people around him while on air.
It is implied that, in some of his rants, that he is divorced, and lost a considerable amount of money during the Fear & Greed heist. In an article from The Gateway Report, he is set to voice Quantz technology's products, something that he also mentions in a live report after the events of the above-mentioned heist.
Ralph Falkowski[]
Ralph Falkowski is the captain of the 51 Precinct.
Falkowski's computer must be accessed in order progress in stealth, and additionally his computer must be breached in order to access police personnel intel on loud. Despite being a police captain, he is an ordinary employee, and will be suspicious of any illegal activities committed by the Payday gang and will become a hostage should the heist go loud.
Sometime after, the 51st investigates a shootout on a drug deal gone wrong, with Falkowski being at the crime scene, sharing that he once drank his grandmother's ashes.
Captain Blythe[]
Blythe is a corrupt police captain, often taking bribes and planting evidence. She sets in motion the events of Boys In Blue by working with Lieutenant Anderson and planting drugs in Vlad's cash for gold business. After obtaining police personnel intel, Vlad shares emails that reveal Blythe's connections to the District Attorney and John Concord. These emails feature Blythe and Concord discussing planting additional evidence in order to guarantee Houston's conviction.
Stan Andersen[]
Stan Andersen is the lieutenant of the 51st Precinct.
Like Blythe, Andersen is a dirty cop. The two of them often working together, with Blythe and Anderson working together on the raid of Vlad's cash for gold business. In stealth, the gang plant various listening bugs around areas Andersen frequents to gain intel on both them and Blythe in order to please Vlad.
Matthias Green[]
Matthias V. Green is the judge for the Supreme Judicial Court of New York.
He is known for giving merciless sentences to small time crooks. Despite his rigid sense of justice, his stance on personal relationships is considerably more shaky, as his affair with one of the court clerks can be potentially used as leverage by the Payday gang for him to get the court adjourned during Houston's case in Houston Breakout while in stealth. Otherwise, he is an ordinary employee, and will be suspicious of any illegal activities committed by the Payday gang and will become a hostage should the heist goes loud.
Charles Kimble[]
Charles Kimble is the District Attorney (DA) for the state of New York.
Kimble serves as a representative of the state and people of New York during federal cases, with him playing a role in various cases, such as the arrest of Beckett. However he primarily works with Blythe, and by extension John Concord, in the false arrest of Houston.
Tyler[]
Tyler is a civilian working in various financial sectors and often the victim to the Payday gang's various heists.
He made his first voiced appearance in the Stocked & Loaded event trailer, Tyler worked at the New York Financial Exchange as a broker for SwapMeet Trading. He is fired by his supervisor due to a misunderstanding, purchasing a thousand Kang Coin cryptocurrency (which, as extraneous information from The Gateway Report articles and in emails seen in the Dragan Files ARG, suggest was a 'pump and dump' scam). An email in Dragan's junk emails apparently sent by Tyler also mentions his attempt to sell cocaine.
During the events proceeding and during the First World Bank legacy heist, Tyler appeared on a reality TV show, where he speaks about getting hired at the titular bank before vomiting from alcohol. After that, Tyler is among the unfortunate civilians who were taken hostage by the Payday gang during the First World Bank heist, having been to the bank for his first day on the job. It is unknown where Tyler actually is in the playable heist.
Inside Man (First World Bank)[]
The unnamed Inside Man was a banker who was recruited by Vernon Locke for the First World Bank legacy heist.
The third Inside Man, unlike the insiders who helped the Payday gang in the previous two jobs (the first insider bailing after placing the thermite and drill, the other insider mostly helping the gang enter the vault and escape the premises), has a more active role in helping the gang rob the First World Bank in stealth. He informs the gang on what is necessary to disable the security and to wipe his activity from the bank's servers, before providing the gang with stickers that allows money carts to be transported to the Payday gang.
After opening the vault doors, the Inside Man will wait until the Payday gang has drained the bank of its money, waiting at a nearby security checkpoint and helping the Payday gang exfiltrate, who are mistaken as GenSec escorts by a passing guard.
Due to the Inside Man's involvement in the Payday gang's job, he was tracked down, interrogated and killed by the Palatucci Family, an Italian mob organization who was running a money laundering scheme at the bank. The Inside Man's death upset the Payday gang, leading to them to find any jobs to retaliate against the Palatucci Family.
Milton[]
Milton is a civilian, a former accountant working at VH Banking and the protagonist of the Don't Be A Hero community event.
Milton is obsessed with the Payday gang's string of crimes and had come prepared for a potential scenario of the Payday gang robbing his place of work. When they do arrive, Milton successfully manages to evade the gang and Jacket while saving civilians, earning the ire of the sociopath who was hunting him down. Despite Milton being successful in his escape, he is struck by a police car.
His trip to the NYC Emergency Medical Clinic documented that he appeared to be suffering from delusions, either due to his obsession with the Payday gang or paramedics administering morphine because of his extensive injuries.
Milton was later fired from his job, and the Payday gang escaped the scene unscathed. Shade notes that Milton was just a random civilian with no particularly interesting background beyond his obsession with the infamous crew, to which Jacket - in an email exchange - expressed glee upon learning of the severe injuries Milton sustained upon being hit by a police car.
Joey Capucci[]
Joey Capucci is a corrupt NYPD cop working for the Palatucci Family, an Italian mob outfit that rivals Shayu's Golden Dagger Triad.
Joey Capucci was in the 51st Precinct police station when it was attacked by the Payday gang during the events of Boys In Blue, though it is implied through Dragan Files emails that he survived by hiding in an undisclosed location hence why Joey does not appear in the playable heist at all. His discarded police ID card was picked up by Hoxton.
After the heist, Joey Capucci was divorced and eventually became a mole for the Palatucci Family. Shade notes that Joey is extremely incompetent, with Shade breaching his phone's security within minutes and leaked voice memos from Joey noting his tendencies to forget as well as a stereotypical obsession with capicola (gabagool), a type of Italian cut pork.
Joey was additionally involved with First World Bank and later in a shootout during a deal gone wrong with the Golden Dagger triad, but survived and helped the Palatucci Family obtain a shipment of stolen cocaine, which became the basis of the Party Powder heist. Later, he attempted to hide inside of a GenSec armored truck during the events of Delivery Charge when the Payday gang attacked a Palatucci-controlled GenSec warehouse, but ended up being kidnapped by the Payday gang who stole the entire truck. He was let go by Dallas, much to Shade's annoyance.
After the Palatuccis many hardships, Joey recruits his nephew into the Teddy Moo meth packaging operation. Later, Joey appears in the Shopping Spree cinematic trailer in which he works at the Moo & You store inside the Nobleman Galleria mall, which is currently being used as part of the Palatucci's drug smuggling. It also revealed Joey is related to at least one of the Palatuccis, though only legally.
OVERKILL Drone Operator[]
The unnamed female drone operator is an associate of the Payday Gang, being the one to drop off OVERKILL Weapons. She appears to be well aware of the contents inside each case, and based on her accent, she is seemingly French.
Pietro Palatucci[]
Pietro Palatucci is a member and son of the leader of the Palatucci Family. He makes his first direct appearance in the Shopping Spree cinematic trailer, in which he threatens to kill Joey Capucci for his continued incompetence.
Within the Shopping Spree heist, he can be heard over the intercom during loud. If the Kidnapping Pietro Favor is active, then Pietro will spawn within the heist and can be kidnapped and secured near the escape in either loud or stealth.
