This outfit can be obtained by logging into your nebula.starbreeze.com account and claiming the "Becoming Monstrous" infamous reward from the PAYDAY 2 to PAYDAY 3 cross promotion campaign. To be able to claim the reward, you have to have reached the 25th rank of infamy.
