The Tempest-21 is a primary weapon available in PAYDAY 2, released during the Breaking News 2018 event. It has the highest base concealment of all weapons available in the base game without paid DLC.

Overview

The Tempest-21 is a somewhat late unlock, available at Level 38, and is a compact assault rifle with decent handling and excellent Concealment for a primary weapon. It has a rapid fire rate bolstered by good Accuracy, damage per shot and ammo reserve, allowing skilled players to land repeated shots on targets from range.

That being said, the Tempest-21 does have many downsides, the first of which is a stark lack of unique modifications, limiting the player to using generic attachments to improve upon its performance, which leads to the next issue of most of said items impairing its Concealment stat, potentially making it harder to use.

Despite the aforementioned downsides, the Tempest-21's strong suit is its high concealment. It holds the distinction of having the highest concealment of all base game assault rifles, at 26 concealment, which is equal to the base concealment of the Valkyria (also 26 concealment) and almost as high as the base concealment of the Cavity 9mm (27 base concealment), and those two weapons both require paid DLC to be used while the Tempest-21 is available in the base game of PAYDAY 2.

Given the above statement, the Tempest-21 could best be described as a "poor man's stealth rifle", as it is the most concealable of the base game primary weapons without requiring paid DLC. Weapons like the CAR-4 and Cavity 9mm can reach higher concealment ratings (the CAR-4 can potentially reach up to 34 concealment), but they both require DLC to do so. The Tempest-21 thus occupies an odd niche where it stands out the most when the player lacks the neccesary DLCs to allow the aforementioned weapons to reach their full potential, and if said DLCs are owned, then it becomes rather unremarkable as an assault rifle. The Tempest-21 is so unremarkable, in fact, that it lacks any associated achievements, being completely devoid of distinction. Which is oddly fitting, given its high concealment and discreet nature.

Still, if one finds themselves in the situation described above, and needs a concealable rifle for stealth and has no DLCs to speak of, then the Tempest-21 will serve you well, and only requires a few select modifications to become a very capable stealth rifle, as shown below.

Builds

• DLC-free Stealth Tempest-21

This mod configuration will boost the T-21's concealment rating to 28, which is the highest it can have without paid DLC. Since only three mods are needed, this makes for a very affordable stealth rifle that will serve well until the player can accumulate the needed mods for the CAR-4 or Cavity 9mm to make them reach higher concealment. At most, you only need 18 Continental coins to buy the mods, obtainable from three completed Safe House Raids.

• Medium Suppressor (-3 dmg, +4 stb, -2 con, -18 thr)
• Concealment Boost (+1 con)
• Vintage Mag (-8 mag, +1 con)

In combinations with the following skills:

• Optical Illusions Aced (Eliminates the concealment penalty on the Medium Suppressor)
• The Professional Aced (Optional, but grants +12 Accuracy with the suppressor)

Additionally, one should equip a high-concealment secondary weapon like the Bernetti 9, optionally modified with the following mods:

• Size Doesn't Matter Suppressor (-4 dmg, -18 thr)
• Concealment Boost (+3 con)
  • These two mods, when combined with Optical Illusions Aced, allow the Bernetti 9 to reach 34 concealment, compensating for the Tempest-21's missing 2 concealment.
• Ergo Grip OR Engraved Bernetti Grips (Optional, both give +4 stb)
• The Elite Slide (Optional, but gives +8 stb)
• Custom Titanium Frame (Entirely cosmetic and completely optional)

For the Bernetti 9's listed mods, you need up to 30-36 Continental coins to buy the mods, obtainable from 5-6 completed Safe House Raids.

Once the Tempest-21 and Bernetti 9 have been outfitted as such, the player simply needs to pick a melee weapon with 30 concealment and equip the Two-Piece Suit (which has 30 concealment) to reach the lowest possible detection risk of 3, allowing them to embark on stealth heists with the best possible stealth capacity.

Strategy

In addition to the rifle (and pistol) described above, you could also take the skill More Firepower Aced (from the Breacher tree) and equip yourself with up to 14 Trip Mines. These Trip Mines default to Sensor Mode in stealth, so you could strategically deploy them in key locations to mark passing guards and thus gradually establish coverage over the whole map, enabling you to monitor guard movement and avoid them without needing to eliminate them and deal with Pagers and Body Bags.

Additionally, you could also equip the skills Jack Of All Trades Aced (from the Engineer tree) and Cleaner Aced (from the Shinobi tree), allowing you to also bring in a Body Bag Case as a second deployable in addition to your trip mines. This combo will enable you to both get rid of problematic guards and effectively monitor the activities of the rest, granting you a very high level of control over the heist. You will be able to see what everyone else is doing, but they will not be able to see what you are doing, thanks to your concealment.

Tips

• While the Tempest-21 isn't as good as other assault rifles in straight-up gunfights, nor is it best possible for stealth, it shines as a critical hit machine in a Critical/Dodge build. Due to its decent starting Concealment, it synergises well with Low Blow and Sneaky Bastard and a reasonably compact secondary weapon, and manages to be fairly effective in this role without overspecialising to the detriment of everything else.
  • With that being said, however, it is still a thoroughly average firearm, and there are many other weapons that perform better in such roles, such as the Union 5.56.
    • The Tempest can reach 30 total concealment, 3 more points over the Union's maximum potential concealment. This requires a concealment stat boost, a low profile/medium suppressor with Optical Illusions Ace, the vintage mag, and the compact profile sight + 45 degree ironsight gadget from the Cartel Optics Mod Pack.
• The iron sights are tall and awkward, and a custom sight of any type may be preferable no matter how the user configures it.
• As usual, Scavenger, Extra Lead and Fully Loaded (optionally all aced) will help you with ammo problems.

While compatible with most AR-15-based platforms, the EMAG was originally made for, and remains a signature piece in almost every SA80 model (barring the L85A1 which can only use STANAG magazines). The Expert Mag has translucent windows on both sides of the magazine shell through which ammo can be seen. As of Update #65, the Expert Mag will visually deplete as the player fires their weapon. Despite being shown with the attachment on the Queen's Wrath's old inventory icon, the Expert Mag itself does not come with the rifle by default and requires the player to find it via card drops before they can attach it onto the weapon. The various Speed Pull Magazines are based on the Magpul Original Magpul® – 5.56 NATO and Original Magpul® – 9mm Subgun, with the exception of the Kobus 90's, which simply utilizes a yellow strap. Strangely, despite using magazines identical to, using magazines similar to, or capable of using magazines used on other guns compatible with the Speed Pull Magazine, it cannot be equipped on the Compact-5, CMP, Commando 553, SpecOps, Blaster 9mm, Uzi, Clarion, Patchett L2A1, Lion's Roar, Jacket's Piece, and Micro Uzi. The Eagle Heavy is equipped with an Original Magpul® – 7.62 NATO by default, but it does not increase the weapon's reload speed, nor can it be equipped with the Speed Pull Magazine. Due to it supporting a wide array of weapons, the Speed Pull Magazine is the first single modification to have multiple different icons. The Speed Pull Magazine equips the AMCAR, Para, and AMR-16 with the Milspec Mag., but despite this they neither get increased magazine capacity nor reduced concealability, however it equips the Mark 10 with its Extended Mag and does give it increased magazine size, but does not increase stability nor does it decrease its concealment. Additionally, equipping the Speed Pull Magazine on the AK.762, Golden AK.762, and Krinkov will give them the AK's 5.45mm Bakelite magazine, despite the mismatched caliber. After the release of the Gage Mod Courier DLC, it was reverted to the regular sight's red dot. It is functionally the same as the standard Military Red Dot Sight, but the sight's casing is tan instead of black with the line "A-10" scrawled on near the adjustment knob. The sticker on the lens cap's interior also says "I <3 Payday" instead of having a picture of an American flag. This sight was based on the Aimpoint CompM2 optic. Trivia

• Prior to an update, the Tempest-21 was named the "MTAR 21".
  • Despite its former name, the Tempest-21 was based on the IWI Tavor X95 instead of a true MTAR-21. The MTAR-21 is the prototype of and immediate precursor to the X95, and bears slight but noticeable design differences, most notably the enlarged trigger guard and reshaped forend.
