The Base version makes every trade equal the count of two hostages instead of one. For every two skills points equipped in this branch beyond this first, tier-one skill, that count increases again by 1 for a total of 7 hostages per one hostage traded.
The Aced version increases the rate at which you tie and trade hostages by 7.5% for every skill equipped in this branch.
Strategy[]
While this skill alone is unimpressive, having enough points invested in the Professional tree makes this skill an incredibly overpowered and essential addition to any builds using deployable bags (not counting sentry guns). Entirely investing in the Puppet Master tree can lead to one hostage equaling the amount of seven hostages traded, potentially allowing one single traded hostage to be worth around 7-8 consumables (either first aid kits or armor repair kits).
Hostages traded count with the Magnetic Charm skill and trading a guard, employee, or law enforcement. Although this aced skill may appear unnecessary, should absolutely not be understated. With full investment into the Puppet Master branch, tying and trading hostages is nearly instantaneous, allowing hostages to be tied down incredibly quickly and, in a combat scenario, tying down a SWAT enemy with Scare Tactics makes this skill a powerful tactical choice.
